In PhotoShop 5.5 you can draw around an item/object with the "Straight
sided Lassoo Tool", the do a <Ctrl T>, then do a right click on your
Mouse. A menu will now give the option of "Perpective".
It's OK on bits and pieces but I'm not sure what you'd do for an
entire image.
