Neutral doesn't change the ratio of red to green to blue.  Auto levels
uses the brightest point to determine the ratio.

No, it doesn't.

I'd recommend never using it - multiple passes works better.
Lots of people asked me to add this option, but I don't think
it works very well because of charge bleeding from overexposed
pixels into nearby pixels.

This is only useful on some scanners, notably the PhotoSmart,
Minolta SCSI scanners and Canon FS2700/2710,
