The blacks need to be neutral before the whites are adjusted. There is 
circuitry around these days that senses CRT beam current during blanking 
periods (black) and adjusts things to keep the blacks neutral. This is used in 
TV sets, so it probably is in computer monitors as well.

Any drift here is caused by electron gun, rather than phosphor aging.
