The banding is due to the 3-line CCD, probably a design flaw (wrong
spacing between the CCD lines and/or bad firmware). "Fine scan" only
takes 1 CCD and thereby eliminates the problem.
The problem can probably be solved in firmware, but not in the scanner
driver without reverting to 1-CCD scanning.
I have no idea why the LS-4000 does not have this problem, it also
uses 3 CCDs at the same resolution.
