No local or other control, Vuescan gives light, medium or heavy
options. I only use the light. You might do multiple scans (easier
with Vuescan) using different levels of cleaning (or none) & then
(for example) paste a cleaned sky above an uncleaned finely detailed
foreground.

I've not tried this, life's too short to stuff that mushroom...
