A 16-bit scan gives you more headroom for adjustment and manipulation of the
image prior to saving it permanently.  With only 8-bit scans, any
manipulation tends to lose a lot of image information, and if you do a lot
of manipulation, the resulting image may have deteriorated significantly.
With 16-bit, you can change things multiple times in multiple ways and still
have enough information to produce a clean 8-bit final result.

If you do not manipulate or adjust your scans in any way before saving them,
you can scan in 8-bit and save time.

Yes, as long as you perform no adjustments in Photoshop.  But virtually all
scans need to be tweaked in some way.
