It seems that people who have scanners without ICE generally report that
they don't need it, their scans are just fine without it, and even if their
scanners had ICE, they probably wouldn't use it.

People who have scanners with ICE (particularly the latest version)
generally report that they love it and would never consider buying a scanner
without it.

You can achieve a lot of the benefits (but not all) that ICE offers manually
in Photoshop. It's just more time and effort on your part.
