My approach would be to accept that people will download, they do every
time they visit the website.  The answer for me is to make the
downloadable image not of value to "steal".  I suggest a visible
watermark, such as an embossed seal on each image which is large enough
to be a worthwhile image to steal.  The image is still clear enough foe
someone to evaluate, but the time involved in removing the watermark
makes the image of little value in that form.

The other approach is to monitor who enters certain areas via passwords,
so only trusted clients can get there.
