This can be done in Photoshop, fairly effectively. I had a similar
problem with some of the shots I made in Ireland, and was able to remove
it by the following method. Make a Levels or Curves adjustment layer and
pull down the mids until the "glowed" area is slightly overdarkened. Add
a Layer Mask and paint with a very soft airbrush to bring the glow down
to match the surroundings.
