Yes, I will do it indeed.
In fact I apply unsharp mask routinely after scanning (not for all the
images though - only these needed), so I do not do it again for images
prepared for web (thumbnails and 800x600).
Do you think it is necessary to increase the amount of Unsharp Mask as the
image
is getting smaller ?
The Save for Web offers various size/quality tradeoffs. Once you resized the
image for intended size you may choose the JPEG compression vs. quality
level from 0 to 100 % towards the quality.
For thumbnails I apply no more then 30 % being after file size (thus
achieving 3-4kB size) while the 800x600 is compressed at about 50-60 % -
producing 70-80 kB files.
I suspect probably there might be something inherent into Save for Web
processing of the images to reduce the sizes further downgrading the quality
in some way.
I'll try regular resize and Save instead to see the difference.

As long as we can not see your pictures it is difficult to say what's wrong.

A regular resize/save:
I use Paint Shop Pro for my image editing.
The scanned pictures (with VueScan), retouched and colour corrected, are
resized to 600x400 and 180x120 pictures.
On both pictures I apply an Unsharp Mask and after that I save them with not
too much compression as JPEG.
I don't use the PSP JPEG Optimizer to produce web images.
Maybe your JPEG compression level is set to high?
Try to resize/save the thumbnails without the use of "Save for Web".
