Dont know about color, probably Epson has pigmented color ink but for b&w
printing, pigs are availables from different sources.

As for scanner in the $1000-$1500 range, these are being under cut by the
likes of the Epson 2450 and its upcoming replacement.the GT-9800F. These
scanners can produce sharp image for printing at up to 8 times  negative
size.
