 зачем ROM? boot helper хранится в "Boot helper Flash memory -- Onboard,
 programmable, 2-MB Flash memory that contains downloadable boot software
 and configuration data":

 там же сказано следующее:

 If 32 MB Flash memory is installed in these chassis, boot helper image
 version mc3810-wboot-mz.bin.120-6r.T4 or later is required.

 или я неправильно читаю?
