Exactly, though it's worth adding that the patterning of dithering
usually varies according to tone and colour, whilst droplet size does not (OK
it does, a bit, in some newer printers). In halftoning, the pattern is a fixed
matrix, with variations in tone being created by varying the size of the dots.
