It depends on which side of the film. If on the base side, gentle cleaning 
with a wet, soft fibreless cloth will do it - eg Pentax or Canon 
microporous lens cloth works well. You don't need much liquid or pressure.

If on the emulsion side, the refractive index of the emulsion has been 
changed locally due to different drying rates. Resoaking in an alkaline 
solution (such as dev) will rehydrate the emulsion. You will have to wash 
it thoroughly afterwards too. But I don't think you will find it very 
effective - the mark will mostly return as it dries. 

Probably the best solution is to use Tetenal Repolisan, a lacquer with the 
same RI as gelatin, which really is capable of magic where there is 
emulsion damage.  However it is risky stuff, since any dust or dirt will be 
fixed into the rapid-drying lacquer forever. But it cures any emulsion side 
abrasion or damage.
